If black tenukis, black could also play something that has a dual purpose of making the cut more favourable.  That means white would need to fix, and black can take two moves in a row somewhere.  For white to come back and fix even if black doesn't threaten it as mentioned, black still gets two free moves, and it's early in the game yet.]

What is black worried about?  White has little territory on the right, and is only extended out half the board.  If you look at white has in serious potential, it's really not that much and it's full of weaknesses where you can reduce.  Black, meanwhile, has maybe 30 points on the right, and a fine position on the left that I'm sure is less than 30 points worse than white's position.

Black could easily just play from the left to reduce while growing the left and fixing weak points.  H16 or so would be big, or E11, or other moves too.  Even J11 might be reasonable, though it's at the limit of reason.]

Tenuki.  Maybe pincer from the left hoping to get it in sente.  There's no real tactics to be had other than 'don't throw good stones after bad.'

It's the same with the position around move 100.  The correct move is not to play (locally). 

It's not as obvious, but if you were looking at a game from, say, a 25k player, and they have a surrounded group with one big eye and a stone already at the vital point.  They might ask at that point, 'how do I make it live?' or 'what tactics can I use with this?' but there's nothing to be said because it's already dead.

In this case, maybe there's something you could do to live, but it would be worse than leaving the stone to die.  Black would get a couple points and ruin some white potential, but white would consolidate the grip on the three center stones and probably ruin the upper left corner and a good bit of the side as well in exchange.]
