Imho, anyone who believes the correct way to ensure the fulfillment of social norms (basic decency, basic hygiene, some limits to drug use etc.) is making up some strange tournament rules deserves a public whipping.

Seriously, even with a rule in place the necessity of an awkward lecture to the "offender" remains, and this is what produces the problem to begin with. Express your disgust in time, shame people, who seriously misbehave and aren't just a little quirky, but you surely don't need the backing of a stupid rule to do all that.
