Minutes of the Meeting of IMSA Thursday 13th December 2007 Beijing, China

The members met to discuss the outstanding issues, which had not been covered in the meetings with the Chinese.
1. Entry fees
There was a general discussion of the different approaches by the members towards entry fees. Bridge, Chess and Draughts already had entry fees for such competitions and would have little problem in allocating some of these fees to IMSA. Go did not have entry fees at this level and would have problems imposing them, at least for this first event. It was agreed that Bridge, Chess and Draughts would make a payment to IMSA of USD200 per team, USD100 per pair and USD50 for the individual. Go would discuss the matter and come back to the next meeting with the outcome.
2. Air Ticket Sponsorship
The Chinese had indicated that there was the possibility of USD1 or 2 million sponsorship for air tickets. The basis of pricing was not yet clear, but there were likely to be over 1000 tickets available by Air China from fixed points where Air China operated a service to Beijing. It was agreed that the majority of the tickets should be allocated to Chess in order to guarantee a good participation. Chess had a major team event one month after the Mind Sports Games and chess federations would have difficulty in funding both competitions. Most of the other tickets would go to Bridge for the Youth Competitions.
3. Bank Account
The meeting was also specially convened according to article 19 of the statutes. Following the appointment of David Jarrett as Treasurer of IMSA in April 2007, the meeting approved the change in the Statutes - Art. 12: by adding the following sentence after the second paragraph:
'However, concerning financial matters, the President and Treasurer are empowered to deal with them and jointly have to sign all payments.'
4. Commercial Matters
The Chairman introduced Mr Zakoptelov, President of the Russian Sport Bridge Association. At the request of Mr Damiani, Mr Zakoptelov was wishing to help IMSA to develop commercial and sponsorship contacts. He said that there was the potential to raise several million dollars but he needed an official position in IMSA to move this project forward. All members were very positive about this move and welcomed Mr Zakoptelov’s initiative. After some discussion, it was agreed unanimously to create the post of Vice President and Commercial Director, which would be a non voting position on the Committee Mr Zakoptelov was invited to accept this position, dealing with the President, to which he concurred.
Minutes of IMSA Executive Committee Meeting Dec 12th and 13th, Beijing, China
Convened by the President of the International Mind Sports Association, Mr. Jose Damiani, the representatives from the World Bridge Federation, the FIDE, the International Go Federation, the FMJD and the World Xiangqi Federation had the IMSA Executive Committee Meeting at the Crown Plaza Hotel in Beijing from Dec 12th to 13th 2007. The representatives of the Chinese Organizing Committee were invited to attend the meeting, the main agenda of this meeting was to discuss about the preparation work of the 1st World Mind Sports Games. Through discussion and coordination, the following principle agreements and intention were made:
1. Competition Venue: The venue for 1st WMSG were the whole building of the Beijing International Convention Center and part of the National Conference Center. By inspection of the venue and according to what the North Star Group could provide during the 1st WMSG, the common consensus was reached as follows:
1.1 The venue for the 1st WMSG were the whole building of the Beijing International Convention Center and part of the National Conference Center.
1.1.1. Beijing International Convention Center All the area of the Beijing International Convention Center that could be rent to clients would be provided to the 1st WMSG. The Beijing International Convention Center also promised to meet the requests and needs of the 1st WMSG during the 1st WMSG the Beijing International Convention Center would not hold any conference or activities except the 1st WMSG so that to ensure the organization of the 1st WMSG.
1.1.2. National Conference Center
1.1.2.1. On the 1st floor one belt elevator and three lifts would be used for leading to the 4th floor. The entrance of the 1st floor would only be used for dispersing people and it couldn’t be used for IMSA’s competition or any other purpose.
1.1.2.2.All the halls on the 4th floor of the National Conference Center could be provided to IMSA, the floor area of this part was 6400㎡, the usable area was smaller.
1.1.2.3. Facilities inside the hall on the 4th floor: (1) The ceiling would remain as it was. (2) The brightness of light would be the same as it was, the color of the light (white) couldn’t be changed, but the amount of the light could be reduced, and the direction of the light could be adjusted to make sure that the lightness could reach every corner of the hall. (3) During the WMSG, the floor would be covered by blue carpet. (4) The wall would remain undecorated, posters, results and flags were allowed to put (5) There was air-conditioner inside the hall, which could ensure proper temperature and humidity that were needed during the WMSG. (6) The competition hall could be divided by the some 2.5 meters’ high partitions in the middle.
1.1.2.4. The corridors and offices (totaling 900 square meters) on the south part of the fourth floor were fully available. Beijing North Star Stock Group could offer temporary partitions.
1.1.2.5. Spaces of 900 square meters equipped with toilets in the middle of the third floor could be available for IMSA.
1.2. All the competition venues were committed to deliver to the 1st WMSG from 28 Sep 2008 for use.
1.3. The use and distribution of all the competition venues would be decided by IMSA and the Chinese Organizing Committee hoped to be informed of IMSA’s plan as soon as possible.
2. Hotel
2.1. Hotels for the 1st WMSG mainly included the apartment (2985 beds), 4-star-hotel (1097 rooms) and 5-star-hotel (435 rooms).
2.2. Each International Mind Sports Federation had already informed the estimated number, but the exact number would depend on the final decision of accommodation and the setting-up of the events. However the general scale would not exceed the number initially decided, i.e. less than 3000, namely players less than 2500, officials and staff members less than 500.
2.3. The meeting decided that each International Mind Sport Federation should collect relatively exact number and report to IMSA. Then IMSA would inform the Chinese Organizing Committee by the end of January 2008. Meanwhile, IMSA hoped to know about the information of the apartments and hotels that could be provided, including the type of hotels and rooms and the number of the types which were available. The quoted price of the hotels promised originally was 810 RMB for 4-star hotel (including breakfast and tax) and 1080 RMB for 5-star hotel (including breakfast and tax).
2.4. The Chinese part would offer IMSA 100 4-star hotel rooms and 100 5-star hotel rooms as the working office.
2.5. Dining
2.5.1. All the dining-rooms would be in Crown Plaza Hotel, Continental Hotel and the first floor of the players’ apartment.
2.5.2. Since the new conference center would not be equipped with natural gas during the period of the competition, cooking was not available there.
2.5.3. The north corridor on the fourth floor could be used as a recreation area with tea tables and canteens providing coffee, tea, hamburgers, sandwiches and snacks. The consumers would pay for themselves.
3. Competition
3.1. The meeting confirmed the setting-up of each mind sport, events and numbers of medals. See the attachment for more detailed information.
3.2. Qualification for Competition All attendants reached a common consensus that a country or region would be taken as the participation unit for the 1st World Mind Sports Games, just as the Olympic Games.
3.3. Requirements of Teams Clothing Mr. President and the each federation suggested that players from one country participating in different mind sports wear the same uniform.
3.4. Play-off between the Third and Forth Places The play-off between the third and forth places for bronze medal could be set in the knock-out events.
3.5. Competition Program, Competition Regulation, Daily Bulletin It was suggested that there could be a general simple program, and 5 competition regulations be made and printed respectively by the 5 international mind sports federations themselves. Daily bulletin was suggested a general one be done on the whole Games, and each mind sport could publish their own daily competition bulletins accordingly.
3.6. Entry Methods and Procedures All participating teams should send their entries directly to each international mind sport federation, and all federations should inform IMSA of all their collected participating numbers and information, and then IMSA would keep the Chinese Organizing Committee updated. As it might take much long time to apply for VISA during the Beijing Olympic Games, the Chinese part suggested that the first entry be completed by the end of June, 2008. The entry form was supposed to be provided by the Chinese Organizing Committee to IMSA recently.
3.7. Doping Control According to the practical situation of each mind sport, Bridge and Chess would have the doping test, and each of the two sports would select 16 players for doping tests. The Chinese Organizing Committee was supposed to implement the doping tests in a concrete way and provide the individual testing rooms and equipments for the doping test during the Games.
3.8. Opening and Closing Ceremonies The Chinese part said that they were now working on the designing plan of the Opening and Closing ceremonies, and would inform IMSA of the plan as soon as possible. The time of opening and closing ceremonies was basically fixed at the meeting: the Opening ceremony would be no earlier than 6:00 p.m. and the closing ceremony would be arranged at about 4:00 or 5:00 p.m. Concerning the invitees, Mr. Rogge would not come, but send us his speech instead, and Mr. Verbruggen would come definitely. The Chinese part would arrange relevant leaders to present at the opening and closing ceremonies. It would be impossible for all the participating players to attend the opening ceremony, and delegates from national and regional delegations should present. More detailed plan would be worked out.
3.9. Medals and Trophies There would be altogether 36 gold medals. Medals, certificate, flowers and mascots would be presented during the award-presenting ceremony, an also the crown would be presented to the champion of each event. In the closing ceremony there would also be 6 trophies for the total-score winners: 5 for the highest total score of each mind sport, and each mind sport federation decided their own winner according to their different characteristics; 1 for the country who gained the highest score, based on the principle of the most gold medals, if the number of gold was equal, the number of silver was the factor to decide and then the number of bronze.
4. Requirements of Technique
4.1. Requirements on Rooms Used for Techniques (offices, vu-graph, etc.) Concerning the requirements on rooms used for techniques, Mr. President asked each federation to inform IMSA of their required competition technical rooms as soon as possible. As each federation had different needs in technical setting due to their own characteristics, the detailed special needs of each mind sport should be provided as well. All concrete technical needs was supposed to be reported to IMSA by January 31, 2008, and then IMSA should inform the Chinese Organizing Committee. Mr. President said there would be a technical meeting of WMSG in May, 2008, at which all the relevant technical problems would be clarified and fixed then.
4.2. Concerning the aspect of TV broadcast and Internet publicity, the meeting attendants proposed to do this in two aspects at the same time: CCTV and Phoenix TV would have a general coverage of all 5 mind sports and the whole competition in the Games; the other would be the special coverage concentrating on the special characteristics of each particular mind sport with the detailed information and the updating news through possible ways of media. Mr. President and each mind sport federation also expressed that the production quality and the storage of the broadcasting files and documents should be paid high attention in order to keep all these files well in future as the documentary materials. The daily continuous reports for the whole period of time on the competition through the special media channel would be appreciated, and the high frequency and consistency of the media exposure would be kept.
4.3. Network guarantee China Netcom would be the sponsor of the WMSG, and provided guarantee for all network needs during the competition.
4.4. Except these above-mentioned technical needs of competition, each mind sport federation was supposed to provide other needs to IMSA covering the needs and application of Chinese working staff personnel, computer, copier, projector, printer, paper, etc. (Could this rough requirements be provided by the January 31, 2008?), so that the Chinese Organizing Committee could work out a solution plan accordingly as soon as possible.
5. Traveling Expense After the consultation, the departure stations were decided (the Chinese Organizing Committee will communicate with Air China to strive for more departure stations) as follows: Europe: Paris, Amsterdam, Frankfurt, Moscow, London, Istanbul and Athens. America: Miami, New York and St. Paul. Africa: Cairo and Johannesburg Asia: Tokyo, Seoul, Dubai, Hong Kong, Singapore, Bangkok and Jakarta. Oceania: Sydney On the issue of the ticket sponsorship, the Chinese Organizing Committee would negotiate with Air China to strive for the quota of 2 million USD. As far as we knew, Air China would charge in full price, then deduct from the 2 million USD. 2 million USD included quota of passenger transportation and freight transportation.
6. Sponsor ? (to be discussed) Sponsors for the 1st MSG should not include tobacco and alcohol companies. However beer company was the exception.
7. Other Business
7.1. Smoking and drinking alcohol was forbidden at the competition venues. All the electronic devices were banned at the competition venues. The issue of setting up the safety inspection equipments would be confirmed later.
7.2. Logo and Mascot The attendants of the meeting all agreed with designer Chen’s design of Wisdom Rope. Besides, they were very satisfied with artist Wu’s design of the mascot of two divinities and dolphin. However, the detailed proposal would be decided after discussion and amendments such as changing the logo of IMSA into the logo of the WMSG.
7.3. Contract Based on the contract offered by IMSA, the Chinese part made some amendments such as adding articles of tax-free and foreign exchange. The decision on venues (including the whole old convention center, the fourth floor of the new conference center and 900 square meters on the third floor) should also be included in the appendix of the contract. It should be specified in the contract that the Chinese part would make every effort to get free tickets for IMSA.
