Why is it bad for white to play O17 after move 7 and then cut? What can black do to punish white?

It is not necessarily bad. The problem is, in my opinion, Black M16. If you want to connect your stones, one point lower at M17 seems better. If you want to put more pressure on the White stone then maybe O16 is the better move.
It all depends a bit : ) Do you need the territory to win? Do you can counter-attack White? How is Black's potential in the center? Can J16 be attacked, when he gets cut off? Etc.

Do you mind showing us the whole game?

It is from "The Workshop Lectures" by Yilun Yang.
He wrote "Black A would leave a weakness at B, and if white jumps one space to the left, black would have to play at B. 11 finishes the shape with one move."
As I understand it, the shape is supposed to be finished, so I thought the cut has to be bad :scratch:

Ah, okay. Presumably Yilun Yang is more right than me. Then maybe try this move instead of the Hane. Do you think, it's better?

Yeah, White has the possibility to live in your corner but this possibility was there before (e.g. S16), so White's initial approach at O14 becomes superfluous. I guess it is good enough for Black to keep White living small and use the huge power of the resulting wall to dominate the board.
The important thing is in my opinion to stay connected and go for influence. 15 points in the corner do not matter.
