A real disconnection policy has been on the wishlist of many people probably since the beginning of KGS. It's exceedingly unlikely to happen (although, KGS is now operated by the AGA, so who knows?). An 8 kyu will seldom benefit from taking more than 20 sec. for a move, even in difficult positions

I agree that this is probably true, but I think a major exception is tsumego. Most games have one or two tsumego coming up during the game, and I think it really helps to sit down at those moments ...

Really, you're not allowed toilet breaks during byo-yomi in Canada? No one does that here in the Netherlands either but I'm pretty sure EGF rules allow it (within reason, of course).
