Do the organizers have no protocols for these kinds of situations? Or is it something like the player is responsible for their own hardware, which does not fall under the organizer's responsibility?

I wouldn't say Shin is in a league of his own right now. It might appear that way based on gorating scores, but it's mainly due to Shin being a lot more active than Ke Jie this year and winning 8 out of 9 games against Park.

Just one quick comment.
:black:117 is a big mistake, and you didn't have to connect. Instead, White could have cut on the second line for a large reduction. Black can't cut at S14, because after White captures, Black descends, and White fills in, White has 3 liberties vs. Black's 2 liberties.
