I am a little confused about the topic. MFOG 12 is not a pre MCTS program. You have to go back to MFOG 11 for that. Perhaps the (open source) GNU Go engine is the strongest engine before MCTS. The latest version is from 2009 and it may be about 6k KGS.
Do not forget the (non-open source) Many Faces of Go and Go++ . They were also that strength. Look at the computer go tournaments of that period.

Can't really ask what program is best unless the average amount of time per move is known. Whatever program is used, you'd wnt it to have enough analysis time (on this machine) so it won;t make silly moves. And that amount of time is going to be different programs on this ...

Except --- low rankings of young players can be deceptive. Regardless of how strong a young player might be in absolute terms, it will take time for them to win promotion.
