Is there an alternate server for relatively weak (DDK) players?

I'm kinda tired of escapers and those who offer free games even when I've explicitly ruled it out.

KGS has worn me down. The ratio of bad behavior to good games is too high for me but I've tried IGS and am totally crushed.

I played for awhile 2-3 years ago and got stuck at 11-12K. I stopped and came back. Now stuck around 13K. Basically, it's hopeless. And I don't have the time to study more intensively. So I've become fatalistic about this game and will play a bit till I give up again. Then the cycle will repeat ...

I was wondering if the rankings mean different things for parts of the world.

When I play during US work hours, the guys I encounter seem to be much stronger tactically than those I play on the weekends. Those who are ranked 10k to 16k seem much much stronger than usual.
