You can try to improve by yourself for a few weeks by playing regularly. If it brings you nowhere, you can still get a teacher. (Of course, if you prefer learning from a teacher anyway, you can get some immediately.)

I guess that everything from EUR 5 to 150 per hour exists:) Typical discount prices vary between EUR 5 and 25 per hour. Higher prices can mean two things: the teacher demands more money for his higher rank (independently of whether that means better teaching quality) or the lessons have a better quality.
How expensive it becomes also depends on how frequently you take lessons, of course.
How it works? E.g., KGS has a teaching mode, which allows playing game, showing variations and adding comments. Written forms of teaching are also possible, such as you send in SGFs and get a trivial or (more expensive) very profound commentary.
