Does anyone know of any good, safe sites to find free ebooks?

Thanks, but those don't let you download any more than ten pages and view them offline. That's what I'm really looking for.

Which book have you tried downloading which only lets you download ten pages?

The Waseda university pdfs are great for offline viewing.
The National Diet Library ones, you probably have to save the images one by one. Not exactly the best images but should be readable offline once you save all the images in each book you want.
