Yes you are right but I think none of those groups are dead and have potential to secure some territory, right?
Weak groups often get chased around, so while they may not die outright, they are generally not making much territory, while the opponent can get strength and/or profit by chasing them.

That being said, if you have too many weak groups at the same time usually at least one of them will end up dying, just speaking from experience.

Both players have 21 stones on the board and make territory on the third line, but the stones in one group are a lot more efficient.
