It's a five round MacMahon tournament, which means that for every win, you are promoted "within" the tournament, so, for instance, if you enter as a 9k, and win your first game, in your next round you will be paired with 8k players (who lost their first round). Similarly as you go on. If you win your first 4 games, in your fifth round, you will be playing against 4k players. The point is that a MacMahon tournament adjusts very quickly to players who don't get their rank spot on, so you don't have to fret too much.
I'm also fairly certain that you can register online with a certain rank, but adjust that when you do the final registration on the day (based on the advice from the Tournament Director).

I entered my last tournament as 9k EGF (was 6k KGS at the time) - seemed reasonable, my first opponent said he's also 6k KGS (entered as a 9k too), so...
