It could be three if the nominations are enough. example. 8 people total. 1 votes for option d, one votes for option e, 2 vote for option a, 2 vote for option b, and 2 vote for option c. In this case 3 can be voted on for the final. or if its 3,2,2,1 etc....

The way I usually play it, only ties need to be broken.
You don't have to nominate a different move, you can just support someone else's nomination.

c(3-3): daniel_the_smith, Kirby
d(3-4): prokofiev
e(4-3): Marcus
f(5-4): MountainGo, topazg
g(2-4): Joaz Banbeck
So far we have 3 moves tied.

For the first move, shouldn't 3-4 and 4-3 be considered the same? Perhaps the first move should be within the 'polite triangle' to avoid symmetry issues.

Yeah, this makes sense, which leaves us with:

b(F6): fwiffo
c(G7): daniel_the_smith, Kirby
d(G6): prokofiev, Marcus
e(F5): MountainGo, topazg
f(H6): Joaz Banbeck
So far we have 4 moves tied. Presumably we are now expecting fwiffo and Joaz to change their vote?

Well, Marcus specifically picked F7, so you have to ask him to change his move for that.
After that, yes, take away the non tied moves, and have the other players vote for the tied moves.

Right, all have to agree on a new rule. By the way, the symmetry problem might stay with you for a few more moves as long as the board position has one symmetry axis left.
But just to drive the point further, imagine eight players each choosing a different 3-4 point as their opening move. Where's the point in voting?

If a tie cannot be broken by votes, I'll use random.org to break it.

I agree, having symmetrical moves merged seems only sensible. Let's say we have 5 votes for separate 3-4 points, and 3 votes for tengen. 3-4 should obviously win, even though tengen would be the current system.

I think that only appears to be the case because I was snarky about it. Realistically he chose his move just minutes after I chose mine and probably didn't see mine first.

Alright, I change my vote to e (F5).

I can't change mine without approval from the NBA.
So fwiffo broke the tie. We have a move, I think.

We're going to have to come up with some sort of run-off system for voting I guess.

I'll change my vote to (a), 5-5. Does that help?

Perhaps we need a clearer distinction between nominating and voting.

No. Fwiffo had resolved it by changing his vote. You just deadlocked it again.
