I just compared Dr. Bae's list to the list at goratings.org and here is my findings:

18 of the top 20 also appear in goratings' top 20
26 of the top 30 also appear in goratings' top 30
30 of the top 40 also appear in goratings' top 40
39 of the top 50 also appear in goratings' top 50

Dr. Bae's rating appears to over estimate (or goratings under estimate) the strength of Korea players.
