All three clubs had their applications to join FRGO refused at a board meeting. I think it is quite serious actually.

By the way, while the original article was written in satire style, it is unfortunately based on very real, recent events from the Romanian Go scene.
What happened there is that several "ghost clubs" have been officially created, which gave a small group of people larger than usual voting power in a recent official assembly of the national association (the model is "one vote per club").
People behind these ghost clubs used their voting power to deny official status to a few real clubs, leading to a recent scandal that surfaced one week ago or so.

I can't help but think a factual account, as sorin posted, would have been more helpful and indeed likely to achieve the OP's presumed aims of raising awareness/concern than the obfuscated waffle version. Probably not as fun to write though.

What is the document that was needed but not acquired? When I went to the WAGC I only needed a Chinese visa which I organised myself (with help from Haylee as IGF secretary to get the invitation letter). I know in some countries WAGC reps receive government support as quasi-athletes, so maybe something like this? Or just some extra bureacracy, surely Romanians don't need government permission to leave the country anymore?

I have to believe this is either very bad reporting or another joke. To my knowledge, the only non-Asian countries to place as high as third in the WAGC are Netherlands and USA. I also would think I would have heard of the player, but I am not as up to date on the European scene as others.
