Who is that person, and what does the app do? The page is in Korean.

Yoo Changhyuk is a top Korean professional player. The app is called Yoo Changhyuk Dojang (Go School). It apparently has lessons and problems, as well as the ability to play games.

I don't find it in the US iTunes Store.

It appears this app is available now. There is a review here. Edit: actually it looks like it may only be available at the moment via the Korean app store, but once you download it, English is an available language.

Wouldn't it be the same as "Mr. Yoo's Go School", which is in the English app store?

edit: Yeah, I looked up some screenshots, and it seems to be the same. Can't beat the price!

What's the level of the problems?

This one, volume 1, is for beginners. The last two chapters are on dead shapes with 5-space eyes and seki, respectively. Looks nice, though.

This app looks pretty slick and I hope they release additional volumes.

The choice of the "Deck the Halls" tune is questionable, but amusing. (I realize that this is a traditional tune that preceeds Deck the Halls, but it is certainly best known for the festive tune). There are perhaps other tunes in the public domain a bit more suitable :).
