Ok, I registered on toyo-igo, downloaded the client and installed it(windows 7), but I just cant run it. wtf?

Someone might be able to help if you supply details: exact symtoms, error messages, etc.

I just doubleclick the shortcut, it asks me if I allow the following program to make changes to this computer, I say yes, and nothing happens

There is mentioned of what to do for Windows Vista UAC here
