Censor user

Is this function only censor a single username or their IPs since there maybe multiple account.
Do you mean the 'censor list' option in the User menu? That just censors a single username.
If you mean the admin block functions, they block IP rather than username (at least, I have known them only to do so, but they may be able to block by just username as well).
