Park Junghwan just reached 90% (45 win and 5 loss).
Kim In 9p reached that plateau in 1961 and 1965.
I wonder if any player in other country achieved this.

Is this his international results from 2012 or is it for Korean domestic tournaments only?

I believe it's Korean domestic only. I am basing my conclusion on Kin's Go News page which tracks domestic records and international records separately.

In 1964
Sakata went 30-2 (94%) on the way to winning seven titles. This was partly due to a 29-game winning streak spanning parts of '63 and '64.
