Open access / Accounts available?

Looking at forum posts, it seems a big complaint is the lack of users to get a game with. However, when I decided to check out Kaya as a potential new user, it says that there are 000 accounts available. Hasn't the server been in beta for quite some time now? Wouldn't it make sense to open it up to the public for free?

The server isn’t even available at the moment. My guess is that they have technical problems they want to solve first, or that the infrastructure isn’t ready for more users and they lack the funding to improve it.
