I've check both Amazon.cn and Dangdang.com and neither has all the books of the full sets for sale.
My best guess is that certain books from both series are currently out of print.
As such, you may have to wait until the publisher decides to reprint the two series again or perhaps you could post a wanted ad in the trading post section of L19 to see if there are members who would be willing to part with their sets.
