what's the best SGF app for separating 'problem collection' (eg, 1 SGF) into separate files?

On Windows, Drago can do this. It's free. After opening the sgf file, choose the menu: File -> Collections -> Extract all...
On iOS, Smartgo Kifu or EasyGo can do this.

I couldn't make it, looks like file is corrupted. Not sure is there any way to fix SGF collection?
