What is the typical komi for AGA scoring with a one rank difference?
If even it's 7.5, and white passes last which becomes 6.5
But if between a one rank difference, it's typically .5. However, if white passes last doesn't that make it .5 in black's favor? So does that mean it should be 1.5 in a one rank difference game?

It's 0.5 still since you're doing area scoring and the pass stones are meaningless when viewed that way (prisoners are not used).
The pass stones are a way to make counting territory subtracting prisoners working out to the same answer. Give it a try and experiment on a small board. What you're arguing for is a higher komi so that territory scoring (Japanese) would always win, but AGA is not doing that.
