At 10k you don't really need theory books (imho), you can get the theory you need from places like here in some of the stronger player's posts (check the sticky Joaz has put up here: viewtopic.php?f=11&t=667 Ignore the beginner part, a lot of it is relevant for sdks) and Sensei's Library. If you've a specific question ask it on here and someone may answer it for you.

The other thing you want from books is problems. There are many, many places online to get these and Cho Chickun's Encyclopedia of Life and Death (minus the answers) is available free online (and legitimately so I believe but I'm not 100% on) and that'll keep you busy for a long time.

That's really a matter of learning style. Maybe Justin really learns well from books. No, at 10 kyu advanced theory books would not be suitable but there are some that would be very useful for somebody at Justin's level. I'm sticking my oar in here precisely because I was ~10K before getting to play an opponent at go (human, or computer, but there weren't really computer programs playing go when I first learned how to play the game).

Justin, if you can't afford to buy books don't try to steal them, try to borrow them. Your local library isn't likely to have the books you need but there is such a thing as "inter library loan" whereby your library gets the book for you from some other library. Or you might ask on a site like this whether somebody might be willing to lend you books.

Now for some titles (that I think might be at a suitable level for you)

Otake Hideo "Opening Theory Made Easy"
Guo Tisheng & Lu Wen "Strategic Fundamentals in Go"

But like Boidhre says, most people at 10 kyu don't need (can't profit from) books (except, of course, from suitable level problem books). But that's because most people don't easily learn from books no matter what the subject. However you might not be like most people in that regard.

PS: Sorry to hear that books aren't encouraged by your mom. Different for me when I was growing up, perhaps why there are thousands of books in my house.

Yeah I very much mean "need" not "find useful" or "like." I mean, you can get free teaching games, they'll probably identify and try to patch the holes in your current game faster than any book you pick up.
