I played a game on the IGS earlier and I wanted to go back and review it.

I tried going to the Home tab in GoPanda2 and clicking "Start a Review" then selecting "Last Played" but nothing happened when I clicked OK.

Is it not possible to review previously played games? Does IGS just not keep a record of games played like KGS does?

You can go onto the site http://my.pandanet.co.jp/index-e.htm.

There you can log in with your IGS user data. Afterwards, scroll down to the "Private Log" section. There - amongst other functions such as displaying the rank graph - with the "Search match results and game records" link, you can find and download your games as SGF.

When opening one of my recent SGF files from IGS in cgoban, I noticed that the game record appears as mirrored via a horizontal axis. It seems that north pole and south pole are swapped between IGS and KGS worlds ;-)
