So I registered at http://pandanet-igs.com/igs_users/register
Then confirmed email.
I downloaded GoPanda2 from the links on the site. After it updates I restart it and when I put my username and password in it just says " Connection error " in a small blue box that pops out just below the login boxes.
I tried numerous times, and I can't get it working.

you can verify your username and password using telnet
$ telnet igs.joyjoy.net 6969
if your username and password are incorrect, then you'll be logged on as a guest account
and you can use the stats command to verify if you are connected or not
$ stats [your_username]
$ telnet igs.joyjoy.net 6969

My username and password are correct since I managed to log in using the GoPanda 1.. is there anyway of changing ports on GoPanda2? At first I wasn't able to log in on GoPanda 1 but then I changed the ports of the server and I managed to get in.

I'm having the same problem. I'm able to connect via telnet and via the android client, but GoPanda2 immediately displays "Connection error" when I attempt to log in.
A packet trace shows GoPanda2 doing a dns lookup on igs.joyjoy.net, getting a reasonable response back, and then never sending any network traffic to this host.
I'm not using a firewall. I am using Windows XP 32-bit.
