which appears to be an announcement of a Nihon Ki-in tournament in the Spring which allows computer programs to compete with humans.
Google's translation of this page is pretty bad, so is there someone who can provide a better one?

There will be an open 13x13 tournament to pros, amateurs, and computers with about 170 entrants at the start. Yamashiro Hiroshi is quoted as saying fans are interested in knowing how far computers have come and want to see them compete.
After that is a brief summary of computer go and shogi capability.
