Notably, it says this:
1. 포인트입단
누적 포인트가 100점 이상인 자로 하고, 포인트 부여 대회는 오픈 기전과 본원이 인정하는 아마추어 대회로 한다. 대회 별 부여 포인트는 별도로 정한다.
I believe that this means that points are awarded differently depending on the tournament.

Also, I found it interesting that there are two ways to get "special" pro admission. One is the system as described above, and the other:
2. 기타 특별입단
이사회가 특별히 승인하는 경우에 한한다.
So I guess the committee can give you special-case approval.

Yes, 10 players with highest accumulated points are seeded to pro exam's main tournament for general public.

He just climbed into the #10 slot on mamumamu0413's Japan domestic pro rating list this month.

I am new to Go professional scene but why Iyama Yuta is not participating in this tournament? Because he's too busy defending his titles or because of some match schedule issue?
Surely he'll have some chance against even Koreans right?

Kang Dongyoon (#13, 3457) vs Ke Jie (#1, 3610)
WHR predicts: Ke Jie 71%
18-year-old Ke Jie passed Park Jungwhan this year to become the best player in the world. In addition to this LG cup run, he will play in the Samsung Cup final in December, the MLily Cup semifinals later this month, and in the Nongshim Cup representing China. So far no one seems able to compete with his power.
Kang Dongyun won the Fujitsu Cup in 2009 but hasn't had a breakout performance since then. He has played Ke Jie twice and lost both times; WHR doesn't give him good odds for stopping Ke Jie here.

Kim Jiseok (#12, 3458) vs Shi Yue (#4, 3520)
WHR predicts: Shi Yue 59%
Although outshone somewhat by Ke Jie, Shi Yue won the LG Cup in 2013 and is showing very strong results internationally, including meeting Ke Jie in the Samsung Cup final next month. Kim Jiseok won the Samsung Cup last year, but has fallen about 50 elo since then. The rating gap has grown since Shi Yue defeated Kim Jiseok in this year's Samsung cup. However, the two have played each other 10 times, and stand dead even at 5-5, so this game could definitely go either way.

Weon Seongjin (#32, 3389) vs Tuo Jiaxi (#14, 3451)
WHR predicts: Tuo Jiazi 59%
Tuo Jiazi has been consistently strong, and won the LG Cup two years ago, but hasn't been rated with the very best. Weon Seongjin is one of the older pros left (at thirty!), looking to repeat his 2011 Samsung cup win. Neither of these players is at their peak, but Tuo Jiaxi has the stronger rating and recent performance. The two players have played twice before, back in 2012, and Weon Seongjin won both games; hard to say if that means Tuo Jiaxi should have less of an advantage.

Park Yeonghun (#11, 3462) vs Yu Zhengqi (#88, 3309)
WHR predicts: Park Yeonghun 71%
Wierdly enough, the elo gap between these two is exactly the same as the gap between Kang Dangyoon and Ke Jie. It says something about how far ahead Ke Jie is when the gap between #1 and #13 is the same as the gap between #11 and #88.
Park Yeonghun is also thirty years old, but unlike Weon Seongjin he is playing in close to the best form of his life. He was a top-5 player back around 2004-2007, when he won the Fujitsu Cup twice. Then he fell off in strength, but has resurged and is on the cusp of breaking back into the top 10.
Yu Zhengqi 7p is twenty years old, and started his career in Taiwan before joining the Kansai Ki-in. His rating has increased slowly but steadily, but has a hard opponent in the seasoned Park Yeonghun, whom he has never played.
