Is the game finished arguments

So the GF and I have a really had time figuring out when moves are not allowed. It is blacks turn in this 9x9 game and I think that the game is over. GF think white can still play in the areas completely enclosed by black.

If black passes, white can still play in the lower left corner for a double atari, take the two black stones and further decrease black's territory a bit.
So black should prevent that by connecting the two stones in the lower left.

In general, even if there's nothing to gain, white can still, in theory, play inside black's area. Unless the move is suicide, you can play wherever you want, but if you can't make your stones live inside the opponent's territory, you're going to end up with a lot of dead stones.

It is legal for white to play a move inside black's area if (after capturing any black stones it has reduced to having 0 liberties) it has more than 0 liberties. Whether it is a good idea is another thing. So it's a legal move for white to play a stone in the very bottom right corner (1-1 point). It's not a good idea though because black could just ignore it and white still can't live, so in counting it would be removed from the board as a dead stone. It wouldn't be legal for white to play on the empty space on the 1st line from the right and 6 lines up, because that space already has its 3 liberties occupied by black stones, so would be a suicide move. As MysteryFTG points out, black has a weakness at the lower left which means black should defend there or else white can cut can capture some stones. So there are still good moves to play in this game. Once black has defended there then there are no more productive moves to play so white's best move is to pass, but white is allowed to keep playing pointless moves inside black's area if she really wants to.

The game is not finished until the two players have passed in succession.

If Black thinks that the game is over, he can pass. But the game is not over yet. It is then White's turn, and she can play a stone.
Then, Black can play a stone too.

Example :
Black : pass
White : play
Black : play
White : pass
Black : Play
White : pass
Black : pass
Two passes in succession -> Game over.
