Open at the Bottom

Hi. I was hoping somebody would be able to explain the term "open at the bottom". I saw a reference to it in a book I read a while ago and it's been killing me recently--especially since I can't find many references to it online. Thanks!

Search here for posts with "open skirt" in them. You will find numerous examples that I think address your question.
