The Tesuji Dictionary by Segoe Kensaku and Go Seigen is out of print. Here is a link to a used/old book store in Tokyo that might have a copy: http://www.akasiya-shoten.com/

Re: Looking for Segoe Tesuji Dictionary by Kensaku and Go Se
Currently there are two sets for sale on Yahoo Auctions Japan - you need to use a third party to bid, buy and post - I use Buyee. Go to Buyee website, click on Yahoo Auctions, "Books and Magazines", "Hobbies, Sports and Utilities", "Go and Shogi", "Go" and then search by entering Segoe's name in kanji. 瀬越
Current prices are Yen1500 and Yen3000
The first set auction has 4 hours to run, but there are no bids, so it may well roll over. Generally Japanese books on the second hand market are in good condition - check description.
Good Luck - John
