Possibly, and OGS ranks seem to have grown tougher recently.
A very recent survey lines up OGS 4k = KGS 1k (= EGF 3k = IGS 2k = Fox 1k = Tygem 1d). Though some of the results in that table look a bit suspicious to me, like the AGA dan levels.

Re: KGS Ranking adjustment?
FWIW this anecdotal evidence. About 10 years ago I was very active on KGS and had a stable 2d ranking. In the 10 years that I have been just casually playing, I dropped down to 1d, which seems fair. Nowadays I'm playing and studying intensively again and my rank has gone up to 2d. It all feels natural and fair and not an inflationary effect. If I look at other players who have been there for more than a decade I can see most are around the same level too. We may become weaker as we age but I hope and think not to the extent of a full stone.
As reported elsewhere, I'm 1k on OGS and 4d on Fox. That again seems to make KGS fairly well calibrated. But I'm just one data point of course.

Re: KGS Ranking adjustment?
There seems to be two downward rank adjustment early December, adding up to around 0.5k/d downward adjustment. Accumulative ranking adjustment since March 2018 (when OGS conducted a server-wide rank comparison) seems to be around 1.1k/d upward adjustment (i.e 4.0kyu in Mar 2018 is 2.9kyu in Dec 2021).

Ah I was wondering why I was demoted to 2k and didn't manage (yet) to climb back to 1k. Looking at other rank graphs you seem to be correct, other people got demoted as well.

Re: KGS Ranking adjustment?
During the month of December 2021, there were a approx. 0.16kyu/dan downward shift, approx. 0.33 kyu/dan downward shift, and approx. 0.5 kyu/dan upward shift in KGS, and we are back to where we were on November 2021.
Accumulated adujustment since March 2018 (when OGS conducted a server-wide survey) is approx. 1.6 kyu/dan upward shift (i.e. 4.0kyu then is the same as 2.4 kyu now.) It also means I have not improved either.
