Part of the problem with going easy on punishments for cheating is that it sets the precedent for future cases.
Seems the standard is, if you cheat, you get a one year break and then you're back at it, again. This really degrades the significance of go tournaments IMO.

I agree that the 1 year ban seems too mild. Is it really a deterrent?
But how did he get caught? The article mentions that the supervisor was not fulfilling their duty. Was this an oversight or collusion?
