...Are we doing tiered play so that stronger players get byes for early rounds?

It will be much like last year. Indeed, if we have exactly 48 people, it will be exactly like last year, in which the lowest ranked players played first, and dans were not seeded until the 4th round.
If we have 64, it will morph into a simple tree with no byes. Between 48 and 64, the stronger you are, the more likely you are to get byes.

IMO, it is better to just use last year's structure, regardless of the number of players. Just keep adding 8 players per round until everyone is in (with a lot of sign ups, you could consider adding 16 per round).

teracotta = 1k my teacher who i recently started taking lessons from says my play is sharper than his other 1k students, but i lose a lot to 1k and 1d, so i believe that the current rank of 1k is correct

No problem. If this year's tournament proceeds at the pace of last year's you should be fine. If not, I'll find a way to fit you in anyway.
