What is this, and what do I need to do to open and review the game?

This isn't an .SGF, is it?
I just played a game on IGS (in which I got all 4 corners and a live group in the center and still lost by 19 pts.) and when I wanted to review it offline, I noticed that it had not been autosaved to my HD. I checked the preferences on IGS, noticed that the autosave folder was no longer specified, and then went to http://my.pandanet.co.jp/index-e.htm to download my game. I did so, however the file I saved was not in SGF format. It looks like this:

That would be the UGF file format. You can get all the juicy information on it here, including which Go clients can read it and how you can convert to SGF: http://senseis.xmp.net/?UGF

Thanks Araban. I tried all of the online converters, and not one of them spit out a file that CGoban or Drago could open. I was however able to edit one of them and got it to open, albiet upside down.

I got a converter with panda-glgo. On my pc (windows xp), the installer seems to have included it in the right click menu such that I can just right-click a file and convert it.

If you have an iPod touch, iPhone or iPad, you can also download Panda-Tetsuki (free).
You can access all your games on IGS and have it mailed to you as SGF.

IGS has an option to display the game from your perspective, so it may end up changing the perspective you think it is afterwards.

What perspective?
If I start in the upper right corner as black, will my opponent see the stone on his screen in the lower left??? In online Go, we're both sitting on the same side of the table, and see the board the same -- so why flip it? That's just silly.

Yes, your opponent will see it that way I believe. I remember seeing that option and thought it was funny. It did make looking at the sgf after the game interesting since it literally did give me a new perspective on it.
It also may simply be they have some weird bug that SGFs get rotated from their own internal format.
