Last year, it was started sometime in early summer. This year, after several months had elapsed and nobody had started it, I decided to do it. But, between congresses on two continents and start of the semester, it has been real slow.
So next year, when should we start?

I think it would be best to start the next tournament at the end of the semester. Since most of us are students or workers, we have vacations during winter and/or summer.
Start it in January and try to wrap it up by the end of summer.

As a southern hemisphere reader, I'm really not sure what this means? End it by March? End it by August? Also, what is a semester?

What I really meant was, how do your semesters apply to calendar years? Do they divide a calendar year in half (as is the case in my country)? Are they correlated with seasons?

Yes, it does. It also highlights the point I was trying to raise, namely that referring to semesters and seasons is meaningless on an international forum.

Sorry for the confusion, I should have clarified what I meant to the international readers.
The end of the semester for pretty much everywhere across the US is right before Christmas. I would imagine this being the case in Europe as well. My idea was to play out some rounds in the one month break before the second semester starts, which usually runs from late January/early February to late May. Some rounds could be played over those months, but the brunt of what's left (the final rounds) could be played over the course of the summer, early June to late August. Late August/early September is right around when the school year starts up again, so it can be finished before participants get swamped with school work.
