I am currently considering the purchase of the following book.
Is it a collection of kifu without commentary, or is it a collection of kifu with commentary?

It comes with commentaries, otherwise what's the point to buy such a book?
The book has 144 games, including all games Chang Hao played in major tournament finals and all games he played in those bilateral competitions (Japan-China Supergo etc.).
